Grafton Reviewing Railroad Filing 'Line by Line'

The company recently asked the federal Surface Transportation Board to say that its proposed transloading facility is under that agency's oversight only -- not local and state regulations.

Grafton officials are reviewing the Grafton & Upton Railroad Co.'s recent federal filing "line by line to verify or dispute any argument made" regarding the company's proposed propane transloading facility, Town Administrator Tim McInerney said Wednesday in a press release.

The company recently asked the federal Surface Transportation Board to say that the transloading facility is under that agency's oversight only -- not local and state regulations.

Grafton officials will respond to this filing by Aug. 16, and post that document on the town's website, McInerney said.

"We are continuing to work with all agencies to prevail on this case, protect our zoning bylaws and our water overlay district," he wrote.

Railroad officials want the federal board to "expedite" its decision so that the facility at its Grafton rail yard at 42 Westboro Road will be running this winter.

The facility would allow propane to move from rail cars to trucks, which would deliver it to "dealers in New England," the railroad company told the federal board.
